Dr. John holds a Postgraduate Diploma in Management from Henley College, (UK) and a Master of Business Administration degree from Brunel University (UK). In addition, he is a Certified Associate of the Institute of Bankers of Zimbabwe (AIBZ). He is also a holder of a Doctor of Business Administration (Malaysia) He is the Governor of the Reserve Bank of Zimbabwe. John has more than 23 years banking experience spanning all facets of Corporate, Retail and Investment Banking. He has worked at Standard Chartered in Africa and the United Kingdom and at FBC Holdings Limited in senior capacities. Prior to being appointed Governor of the Reserve Bank of Zimbabwe, he was the Group Chief Executive of FBC Holdings Limited, a diversified Financial Services Institution.
Dr. Jesimen T. Chipika
Dr. J.T. Chipika is a re-nowned economist and researcher who is currently one of the two Deputy Governors of the Reserve Bank of Zimbabwe. Dr. Chipika is is passionate about financial inclusion. She is a former technical advisor in the Ministry of Finance and former lecturer at the University of Zimbabwe. She was also Programme Officer to the International Labour Organisation and the United Nations. Dr Chipika has published books and research papers on economics, broad based empowerment, poverty, Millennium development Goals and pro-poor policy making. She holds a PhD in Social Studies specializing in Economics which she attained in 1994 from the University of Zimbabwe. She also holds an MSc degree in Economics from the same University attained in 1985. She attained BSc. Economics from the University of Zimbabwe, in 1983.
Dr. Innocent Matshe
An immediate former Director at the African Economic Research Consortium (AERC), Dr Innocent Matshe, was appointed Deputy Governor of the Reserve Bank of Zimbabwe (RBZ) effective October 1, 2022. As Deputy Governor, Dr Matshe is also a member of RBZ Board of Directors, and a member of its Human Resources Management, Banking Sector Stability, Audit and Oversight committees. Dr Matshe who is also a member of the Monetary Policy Committee has served on Boards of various other public and private institutions across Africa and brings a vast wealth of experience to the central bank. An expert in Digital Finance, and Applied Economic Policy Analysis, Dr. Matshe has previously held prominent positions internationally, including as a consultant for the World Bank and as Chairman of the Department of Economics, University of Zimbabwe. He joined the AERC from the Human Sciences Research Council (HSRC), where he was a Senior Research Specialist responsible for economic performance and development research. In the RBZ, Dr Matshe oversees the Risk Management and Compliance Unit; Banking Operations and Currency Management; Economic Research, Modelling & Policy; and ICT, Innovation Hub & Fintechs Division
Dr. Moris B. Mpofu
Dr. Moris B. Mpofu is the Chief of Staff in the Office of the Governor of the Reserve Bank of Zimbabwe, serving as the Governor’s principal strategic advisor and a key member of the Bank’s executive leadership. In this role, he provides strategic oversight and policy coordination in support of the Bank’s mandate to maintain monetary and financial stability, foster sustainable economic development, and preserve the integrity of Zimbabwe’s financial and payment systems. He also serves as a critical interface between the Governor’s Office, Government, the financial sector, regional institutions, and international financial organisations. Dr. Mpofu brings more than 35 years of distinguished professional experience in central banking, public policy, corporate leadership, and financial sector development, including over three decades with the Reserve Bank of Zimbabwe and more than 20 years in senior executive leadership. Throughout his career, he has played an influential role in the formulation and implementation of monetary policy, financial sector regulation, exchange control administration, external sector management, structured investment transactions, project finance, and economic policy advisory. His broad expertise has contributed significantly to institutional resilience, financial sector development, and national economic policy. In addition to his central banking career, Dr. Mpofu has held several prominent executive and board leadership positions. He served as Chief Executive Officer of the Zimbabwe Consolidated Diamond Company, was briefly appointed Acting Commissioner General of ZIMRA, and has been Chairman and CEO of Homelink (Private) Limited and Chairman of the Bio-Diesel Company of Zimbabwe, among other strategic appointments. These roles reflect extensive experience in corporate governance, organisational transformation, investment promotion, and the stewardship of complex institutions operating in strategically important sectors of the economy. A recognised authority on regional financial integration, Dr. Mpofu served as Chairman of the SADC Committee of Central Bank Exchange Control Experts from 2013 to 2016. He subsequently served as a SADC Short-Term Expert, leading the development of the Exchange Control Liberalisation Tool for SADC Central Banks—an important policy framework supporting the progressive harmonisation of exchange control systems and regional financial integration across the Southern African Development Community. Dr. Mpofu holds a Doctor of Philosophy (PhD) in Business Administration, a Master of Science in International Economics, Banking and Finance with Distinction from Cardiff Business School, University of Wales, and a Bachelor of Science (Honours) Degree in Economics from the University of Zimbabwe. He has also completed executive education programmes in leadership, corporate governance, business management, and strategic leadership through internationally recognised institutions, reinforcing a lifelong commitment to executive excellence and continuous professional development. His contributions to public service, corporate leadership, and sustainable economic development have been recognised through numerous national and international honours. Widely respected for his strategic vision, governance expertise, and principled leadership, Dr. Mpofu continues to play a pivotal role in strengthening Zimbabwe’s financial architecture while advancing regional economic cooperation and institutional excellence.
Dr. Nebson Mupunga
Nebson Mupunga currently serves as Director for Economic Research, Modelling and Policy at the Reserve Bank of Zimbabwe. He holds a PhD in Economics from Nelson Mandela University, South Africa, a Master of Science in Economics, and a BSc Honours in Economics from the University of Zimbabwe. He joined the Reserve Bank in 2004 from academia, where he worked as a Graduate Teaching Assistant and a lecturer in economics and econometrics. He has over 20 years of central banking experience across economic research and modelling, monetary, financial and external sector statistics, financial stability, and banking supervision and regulation. He is an Accredited Fellow of the Macroeconomic and Financial Management Institute of Eastern and Southern Africa (MEFMI) and a Short-term Expert with the International Monetary Fund’s (IMF) Monetary and Capital Markets Department (MCM). He has published several papers on public debt management and financial stability in peer-reviewed journals. He has also served as a Resource Person in several training programmes and capacity-building initiatives under MEFMI and the IMF in the areas of public debt management, sovereign risk analysis, and modelling.
Mr. Azvinandaa Saburi
Azvinandawa Saburi holds a BSc Honours Economics and an MBA in Business Administration and is widely read. He has held senior roles in the Reserve Bank of Zimbabwe after joining the Central Bank as an Associate Economist and rose through the ranks. He has served as the Director of Financial Markets and is currently the Director of Banking Operations and Currency Management.
Mr. Farai Masendu
Mr Farai Masendu is currently serving as Director of Financial Surveillance, effective the 1 st of October 2024. Prior to his current appointment, he served as the Reserve Bank’s Director of Exchange Control, where he was responsible for implementing and administering exchange control regulations. As Director of Financial Surveillance, Mr Masendu oversees the Bank’s efforts to safeguard the integrity of Zimbabwe’s financial sector. His directorate is responsible for monitoring and enforcing compliance with foreign trade and investment transactions by all generators and users of foreign exchange; licencing and ensuring compliance by Authorised Dealers, Money Transfer Agencies, and Bureaux de Change (ADLAs); and combating illicit financial flows to ensure the country receives value from foreign trade and investment transactions. He has gained experience in trade and investment issues and is an MEFMI- accredited fellow in Monitoring and Analysis of Private Capital Flows. He holds a Master's in Finance and Investment from the National University of Science and Technology (NUST), as well as a Master's and Bachelor's degrees in Economics from the University of Zimbabwe. He is also an Associate Member of the Institute of Bankers of Zimbabwe (IOBZ). Mr Masendu is currently Chair of the SADC Exchange Control Committee (ECC), which is primarily responsible for the formulation, modification and implementation of exchange control policies in the Region. His extensive tenure at the central bank has equipped him with considerable senior management experience and a deep understanding of Zimbabwe’s financial landscape.
Mrs Virginia Sithole
Mrs Virginia Sithole worked as a Magistrate in the Ministry of Justice, Legal and Parliamentary Affairs between January 1990 and August 2005 before briefly moving to join the Law Society of Zimbabwe as a Deputy Secretary. She joined the Reserve Bank of Zimbabwe in March 2006 as a Legal Advisor in the Exchange Control Inspectorate Division before transitioning to the Bank’s Legal department in 2014, a post she held until her appointment to the post of Bank Secretary & Director for General Counsel in February of 2021. As Bank Secretary, she provides legal, secretarial and advisory services to the Board of Directors, Monetary Policy Committee, the Governor’s Executive Committee and Works Council of the Bank. She is responsible for ensuring that the Bank complies with all laws governing its operations and that decisions of the Board of Directors, Monetary Policy Committee and the Governor’s Executive Committee are implemented. She is a member of the Legal Sub-Committee and the Bank Supervision Application Legal Experts Committee of the SADC Committee of Central Bank Governors. She is also the Secretary to the Board of Smile Zimbabwe International Trust, a body corporate with a vision to transform lives of vulnerable members of the community by empowering and encouraging them to be self-sustainable.
Mr. Philip T. Madamombe
Mr.P.T. Madamombe is the Director of Bank Supervision,Surveillance & Financial Stability. Mr. Madamombe joined the Reserve Bank of Zimbabwe in 1989 as a trainee Assessor in the Exchange Control Division. In 1994, he joined Bank Supervision Division where he has worked in various capacities principally responsible for assessing and monitoring the safety and soundness of banking institutions; fostering and maintaining financial stability; planning, coordinating and monitoring of risk-based supervisory activities; developing proactive prudential supervisory frameworks; problem bank resolution & market stabilisation; regulation & supervision of Non-bank financial institutions; enforcing compliance with relevant laws and regulations. During his professional career and in his current position, Mr Madamombe’s responsibilities also include licensing of banking institutions and microfinance institutions; market conduct supervision; AML/CFT/CPF monitoring and supervision; risk management and corporate governance. He is also responsible for the operations of the credit registry and collateral registry as well as leading the co- ordination on behalf of the Reserve Bank in the implementation of Zimbabwe’s National Financial Inclusion Strategy. Mr Madamombe is responsible for driving the Sustainability agenda and the supervisory activities of climate risk management within the financial sector in Zimbabwe.
Mr. Cleopas Chiketa
Cleopas Chiketa (CPF) is a seasoned Human Resources professional, Business Executive Coach (ICF & IoC USA), Certified Professional Facilitator (CPF) by the International Association of Facilitators (USA) and Leadership Development Expert. He serves the Reserve Bank of Zimbabwe as Director, Human Resources. Prior to this he was General Manager role with Tel One, Group Talent Development Manager with Econet Wireless and Business Executive with Mandel Training Centre among other roles. He is a Past President of IPMZ 2021- 2023, Former Board Member and Chairperson of Finance and Admin Committee of Africa Executive Coaching Council (AECC) a Pan African board set to aggregate the Coaching ecosystem in Africa 2018-2022. Cleopas has developed and sustained cutting edge HR Strategies for global and local organizations including Organizational Restructuring, Team Interventions, Culture Building, Performance Management System implementation, and developing compelling Employee Value Propositions for enhanced Employee Experience and productivity enhancements across sectors. He is a Balanced Score Card Master Professional (BSMP) certified by George Washington University and Balanced Score Card Institute (USA) Cleopas holds a Bsc. Honors Human Resources Management and a Master of Commerce Strategic Management & Corporate Governance from Midlands State University Zimbabwe, a Master of Management Business Executive Coaching Wits Business School (WBS) South Africa and currently pursues a Doctor of Business Administration with Westford University (UK) .He was celebrated by Delta Corporation as the Best Manager in the Management Development Program (2008), Honoured among the 100 Best Global Leaders by the World Coaching Congress (2017) and among the WHO is WHO of professionals’ global edition (2012) by the World Historical Society (USA).
Mrs Masekeni L. Chiwaka
Masekeni Lilioza Chiwaka is the Head of Internal Audit at the Reserve Bank of Zimbabwe. She is a seasoned governance expert with over 23 years of service to the institution. Her leadership focuses on enhancing the organization’s success by providing independent, risk-based assurance, advice, insight, and foresight. Drawing on her extensive experience as a Senior Auditor and executive in Strategic Planning and Special Projects, she has transformed the audit function into a proactive, strategic partner to the Board and Management. Masekeni oversees a high-performing team of thirteen specialists with expertise in Finance, Forensic Audit, IT, Cybersecurity, and AI. She ensures the function remains agile in addressing management priorities while driving the adoption of global trends, including technology integration, ESG, and sustainability reporting. Prior to her tenure at the Bank, she served eight years at the Auditor General’s Office, where she rose to the level of Deputy Director responsible for parastatal audits. A recognized authority in governance, she is a Chartered Governance Practitioner, a Registered Public Accountant, and an active member of the Institute of Internal Auditors, Zimbabwe. She assists with governance assessments for Zimbabwean listed companies and public entities. Masekeni is married to Paidon, and they are proud parents of three children.
Mr. Cloudius Garwi
Cloudius Garwi is the head of Group Security & Loss Control Division covering the head office, Bulawayo Regional Office (BRO) and Printing & Minting Company of Zimbabwe (PMCZ). He is an ex-serviceman and a security technocrat and have an array of wealth of experience on the law enforcement, financial intelligence, criminology and security landscapes spanning for over two decades. Cloudius has a rich vein of career history as he assisted existing various state- owned enterprises (SOEs) in designing the security architecture from the nascent stages until they became fully functional. He is also one of the five selected officials in Zimbabwe to craft an Anti-Corruption Commission framework document that birthed the existing Zimbabwe Anti- Corruption Commission (ZACC) to become a legally constituted body. He also chairs the White-Collar Crime Bureau of Zimbabwe and engages the law enforcement, national prosecuting authority, and the judiciary in areas that need collaboration. He is an affable character, self-starter, team player and a champion of conflict resolution. Cloudius is a holder of MSc FAA, BSc FS, Certified Internal Control Specialist (CICS), Dip. in Security Management, Certified Forensic Investigator (CFI), White Collar Criminologist (WCC).
Mr. Ndumiso Moyo
Mr. Ndumiso Moyo is a seasoned Risk and Compliance Management professional with extensive experience in developing and implementing risk management strategies and frameworks within the financial services sector. He has over 10 years’ experience in risk management and is highly skilled in leading multi-disciplinary teams to establish robust and effective risk management systems. He has worked across financial services institutions with a regional footprint, gaining broad exposure to diverse markets, regulatory environments, and risk landscapes, which has strengthened his ability to manage complex and evolving risks. Mr. Moyo holds a Master’s Degree in Banking and Finance and is a Certified Risk and Compliance Management Professional (CRCMP). He is recognized for his analytical approach, professionalism, and dedication to fostering a strong risk culture. His work supports the Bank’s mandate by ensuring that risks are proactively identified, managed, and reported, while remaining aligned with the Bank’s objectives and risk appetite, thereby enhancing governance, institutional resilience, and the credibility of the Bank.
Ms Easyway Nyamukunda
Easyway Nyamukunda, Head Procurement Management Unit, Reserve Bank of Zimbabwe, provides strategic oversight in procurement planning, tender administration, contract management, supplier relationship management, and compliance monitoring. As Head of Procurement, Easyway, has played a key role in strengthening procurement systems, improving process efficiency, enhancing accountability, and ensuring adherence to procurement regulations and institutional policies. With a strong background in both financial and procurement disciplines, Easyway has established herself as a strategic and results-driven leader committed to operational excellence, governance, and value-driven procurement practices. Easyway has 26 years of experience with the Bank, where she has demonstrated strong leadership in finance, treasury and procurement which has equipped her with practical knowledge in logistics coordination, stock control, asset management, and supply chain operations. Easyway a Certified Procurement Practitioner and member of Chartered Institute of Procurement & Supply (CIPS) , possess a Master’s Degree in Purchasing and Supply Management(BUSE) , Master’s Degree in Business Management(NUST) , Bachelor of Commerce Degree specialisation in Internal Auditing(UNISA) , (CIMA )(UK) and CIPS (UK),
Mr. Willie Nakunyada
Willie Nakunyada is the Director for Strategy, Policy and External Affairs with 25 years of experience. He worked as Senior Advisor, Alternate Executive Director and Executive Director for Africa Group 1 Constituency at the International Monetary Fund, where he represented 22 Anglo-phone and Luso-phone Sub-Saharan African countries at the IMF Executive Board. Prior to that, he worked at the Reserve Bank of Zimbabwe as a Deputy Director in charge of the External Sector Department, within the Economic Research Division of the Reserve Bank from 2002 to 2016. He is also a trained trainer by the United Nations on Gender Economics, an IMF Trained expert in Balance of Payments Statistics and a former undergraduate lecturer in the Economics Department at the University of Zimbabwe. In addition, Willie also contributed to published research work in the areas of exchange rates, external debt and external sector in general.
Mrs Melody Harry
Melody Harry is currently the Corporate Affairs Director for the Reserve Bank of Zimbabwe. She is responsible for driving the Bank’s corporate communications, stakeholder and public engagement, and brand building initiatives. She is a dynamic and passionate communication and corporate strategist with special interest in public policy and human development, sustainability, brand management and consent engineering across wide subject areas. Melody’s deep-rooted understanding of environmental dynamics from Public, Regulatory, Media and Governance discourse patterns has entrenched her efficiency in policy related communication, public relations campaigns and narrative management. She has 20 years of industry experience, having worked in related roles in media, development and telecommunications sectors and serving in several national programmes. Melody is a holder of the following qualifications:

Mr. Never Nyemudzo
Never currently serves as the Finance Director of the Reserve Bank of Zimbabwe. He is a seasoned Chartered Accountant and banker with over 16 years of experience in senior and executive management. He previously served as Group Chief Executive Officer at one of Zimbabwe’s largest financial institutions. He is an excellent communicator and a dynamic leader with extensive expertise in stakeholder management, innovation, business development, change management, cultural transformation, strategic planning, financial management, control, and reporting. He has a proven track record of driving organisational growth through focused strategy execution.
Previously, he led the Zimbabwe Investment and Development Agency (ZIDA) as Chief Facilitator, overseeing the One-Stop Investment Services Centre and spearheading investment facilitation initiatives. He has served on various boards and currently sits on the Zimbabwe Tourism Authority Board, where he chairs the Audit and Finance Committee. He is also a member of the Zimbabwe Defence University Council, where he chairs the Finance Committee.

Mr. Ernest Matiza
Ernest Matiza began his carrier at the Reserve Bank of Zimbabwe in February 1992 as assistant economist and rose through the ranks to the position of Chief Economist in the Economic Research Division. In 2004 he transferred to the Financial Markets Division as the Divisional Chief in charge of the first ever foreign currency auction system in the country. At the discontinuation of the Auction System in 2005, he became Deputy Director responsible for International Banking and Portfolio Management, in the Financial Markets Division. In October 2024, he was appointed Director, Financial Markets. His responsibilities include effective mobilization and management of foreign reserves and external debt management and sustainability considerations; monetary policy implementation and review; development of new monetary policy instruments; as well as promoting the development, deepening and diversification of money and capital markets. He also leads in the development and smoothing of the operations of National Payment Systems; risk management, as well as formulation, implementation, monitoring and coordination of exchange rate, monetary and fiscal policies. He is also responsible for negotiation and evaluation of offshore lines of credit through the engagement with regional and international prospective lenders. Matiza is holder of Bachelor of Science Degree and Master’s Degree in Economics from the University of Zimbabwe. He is a recipient of on the job and post graduate training in banking, monetary, structured trade finance, reserves and debt management, macroeconomic analysis, econometrics, financial sector reforms, financial programming and management of people courses from local, regional and international organisations. Ernest Matiza who is deeply inspired by participating in activities that empower communities and change lives.
Dr. Tayengwa Chitauro
Dr. Tayengwa Chitauro is a results driven trade and investment specialist, and a foreign exchange policy strategist with over 25 years of experience traversing international trade, foreign investment facilitation, and high-level investment banking. Currently as the Director for the Capital Flows Administration, Accounting and Management Division at the Reserve Bank of Zimbabwe, he is responsible for promulgation and implementation foreign exchange policies, facilitating and accounting for the country’s exports, foreign payments and foreign investment (debt and equity). Dr. Chitauro has proven expertise in navigating complex regulatory environments, and he combines strategic acumen with a Doctorate in Business Administration to lead a team of highly experienced specialists in accounting for the true and fair value for the country’s exports and imports, as well as facilitation of both inward foreign investment and cross-border investment.
Mr. Clever Haparari
Clever is an accomplished Enterprise and Digital Transformation architect and thought leader , a seasoned Information Technology executive and fintech innovation strategist with over 25 years’ experience in enabling organisations to leverage Information Technology and related capabilities to achieve their strategic goals. He brings a wealth of competences and experience across the Information and Technology body of knowledge, which include but not limited to information technology management, enterprise and digital transformation, enterprise architecture, Information and cybersecurity management, project portfolio management, fintech innovation, and digital financial services. This diversity in competences and experience has enabled Clever to achieve the run and change the business objectives ensuring organisations remain operationally resilient and efficient whilst future-fitting themselves. At the RBZ, Clever leads the Digital Transformation and Fintech Innovation agenda, overseeing initiatives that strengthen enterprise IT capabilities, Information and cybersecurity resilience, payments modernisation, digital innovation, IT governance, and the responsible adoption of emerging technologies. His work supports the Bank’s mandate by positioning technology as a strategic enabler of central banking effectiveness, operational resilience, financial sector modernisation, and inclusive digital transformation. Clever is recognised for his structured, pragmatic, and future-ready approach to technology leadership. He specialises in designing and implementing frameworks that align international leading practices with regional and national realities, particularly within the Sub-Saharan African financial services sector. Before joining the RBZ, in November 2024, Clever was the founding Chief Technology Officer for one of the leading Bank-led Fintech Companies a position he assumed in 2021 after +5 years of leading the Information and Technology Division of a leading Zimbabwean Financial Services Group. As CTO for the Fintech Company, he led the development of cutting-edge fintech solutions which included the Digital onboarding, Deduct at Source and Banking Super-app. He also lead the development and implementation of the Digital Transformation Strategy of the Financial Services Group. Regionally, he has led the development of the first SADC Guidelines for AI Adoption in the financial services sector, and he is currently charged with the formulation of the Innovation and Emerging Technologies strategy for the SADC Committee of Central Bank Governors. He also is part of the African Financial Inclusion Policy Initiative ( AFPi) Cyber Security Information Sharing and Pear learning task force. Nationally, he serves on the inaugural Board of the National Innovation Acceleration Centre. He is also a member of the Standards Association of Zimbabwe ICT - Technical Committee and a past Deputy Chair of the Computer Society of Zimbabwe. He holds an MSc in Digital Business from the University of Salford, Manchester, amongst other academic and professional certifications in Information Systems Management, Enterprise architecture, fintech innovation, information and cybersecurity management, project management, and agile leadership.
Mr. Kasanda Sibanda
Kasanda Sibanda is the General Manager of RBZ Bulawayo Regional Office and a member of the Governor’s Executive Committee (GEXCO). He is responsible for the general management of the entire operations of the Reserve Bank’s Regional Office and performs ambassadorial functions of the Bank in the Southern Region, comprising Bulawayo Metropolitan, Matabeleland North and South, the Midlands and Masvingo Provinces. His role interfaces strongly with other Head Office Divisions to ensure expert input but maintaining its operational independence. In addition, he provides direct oversight of staff across ten Departments resident in the Regional Office. Mr Sibanda joined the Reserve Bank in 1989 as an Associate Economist in the then Economic Research Division and moved up the ranks to Economist. He late joined the International Relations Department before moving on to join the Exchange Control Division as a Senior Analyst. In 2003, he was transferred to the then RBZ Bulawayo Branch as a Deputy Division Chief - under Financial Markets Division - in charge of overseeing operations of the Branch. The Branch was then renamed Bulawayo Regional Office in 2004. On 14 May 2026, the Governor of the Reserve Bank announced the Enhanced Operational and Functional Framework of the Reserve Bank’s Bulawayo Regional Office, naming Kasanda Sibanda as the General Manager. He holds a Bachelor of Economics (Honours) degree from the University of Zimbabwe and a Master of Philosophy in Monetary Economics degree from Glasgow University (Scotland).
