STRATEGY POLICY AND EXTERNAL AFFAIRS DIVISION
Strategy, Policy and External Affairs Division
The Strategy, Policy and External Affairs Division is mandated to formulate, coordinate, monitor, review, and evaluate the Bank’s strategic framework and policy direction, while spearheading the Bank’s engagement with external stakeholders. The Division comprises two complementary departments, namely the Strategy & Policy Department and the External Affairs Department, each responsible for advancing the Reserve Bank’s strategic objectives through focused policy coordination, stakeholder engagement, monitoring, and evaluation.
Strategy & Policy Department
The Strategy & Policy Department is responsible for overseeing the formulation, implementation, monitoring, and evaluation of the Reserve Bank’s Strategy Plan, Bank-wide performance appraisal, reporting, and alignment with core functions and overall business strategy.
Strategic Planning
Coordinates the formulation of multi-year strategic plans, including identification of Strategic and Enabling Key Focus Areas, Key Performance Indicators (KPIs), and alignment with NDS2 and Vision 2030.
Performance Monitoring
Oversees Bank-wide divisional monitoring and evaluation under the Strategic Implementation Monitoring and Evaluation (SIME) framework, including Governor’s dashboards and real-time monitoring.
Sustainability Implementation
Leads sustainability integration across strategy, policy, and operations to ensure alignment with national and global sustainability priorities.
Evaluation & Impact Assessment
Designs and implements evaluation frameworks to assess the impact of monetary policy actions on price stability, financial sector stability, and economic growth.
External Affairs Department
The External Affairs Department promotes and advances the Reserve Bank’s engagement with external stakeholders to strengthen regional cooperation, international representation, and strategic partnerships.
International & Regional Representation
Represents the Bank in regional and global forums, coordinates negotiations and policy dialogues, and prepares briefs and position papers.
Stakeholder Engagement
Builds and sustains partnerships with international financial institutions, regional bodies, central banks, and strategic external partners.
Diaspora Engagement
Promotes structured engagement with the Zimbabwean diaspora to enhance policy awareness and leverage global expertise, experience, and professional networks.
Global Economic Monitoring
Tracks global and regional economic, financial, and trade developments to inform domestic monetary and financial policy priorities.
Executive Protocol Support
Provides protocol, coordination, and logistical support for the Bank’s Executive Leadership during international and diplomatic engagements.
